
Following a complex tendering process open to private charge point operators, Dundee City Council has become one of the first local authorities in Scotland to secure a long-term partnership with a private company for electric vehicle (EV) infrastructure.
Evolt Charging, part of SWARCO Smart Charging, has been awarded a 20-year contract to partner with Dundee City Council in the operation and expansion of EV charging hubs and depot infrastructure across the city.
This agreement builds on a long-term working partnership between Dundee City Council and Evolt Charging. Over the past 15 years, Evolt has played a key role in supporting the Council in creating pioneering charging infrastructure, including rapid charging hubs at Lochee, Queen Street, Princes Street and Clepington Road. These sites feature innovative technologies such as second-life battery storage and a world-first rainwater harvesting system.
Under the new contract, Evolt will be responsible for managing, operating and maintaining more than 190 chargers across Dundee. This includes rapid charging hubs and charging facilities within three multi-storey car parks - Greenmarket, Olympia and Gellatly Street. The contract also covers the development of a new rapid charging hub in the north of the city, with the location to be confirmed, and an expansion of charging infrastructure within council depots.
Work is expected to begin in the coming months, starting with the migration to a new backoffice system in preparation for the conclusion of the contract with ChargePlace Scotland. Dundee City Council is one of the first Scottish local authorities to make this shift, which will result in many charge points across Scotland being transferred to new operators.
